By the eighth grade, <span style=\"font-weight: bold;\">more than seven out of ten students <\/span>are performing below acceptable levels.<\/span><\/p>\n<p>\u201cStrugglers\u201d in school are not unintelligent nor are they misfits   because of intelligence issues. These kids began their school years   excited and eager to learn.
